It works perfectly fine, in 32-bit programs. 64-bit programs, like
Windows Explorer, require the 64-bit version. From the Downloads page:
"Note that x64 users can install both the 32 and 64-bit versions side
by side. This will enable the TortoiseSVN features also for 32-bit
applications."

This is at least the second time in as many days that someone has had
an "issue" which would have been answered in seconds by simply reading
the Downloads page.

People still use 32-bit apps on 64-bit Windows, so this would cripple
those users.
