A few hours of work and figured out that the default in 64-bit Windows is 64-bit Explorer. The 32-bit version is at C:\Windows\SysWOW64\explorer.exe and doesn't always open the 32-bit Explorer!!

It is. The second paragraph of http://tortoisesvn.net/download reads
(note the last 2 sentences especially):

"This page points to installers for 32 bit and 64 bit operating
systems. Please make sure that you choose the right installer for your
PC, otherwise the setup will fail. Note that x64 users can install
both the 32 and 64-bit versions side by side. This will enable the
TortoiseSVN features also for 32-bit applications."

Why should one need to do so? And if the need arises, isn't this
better left to Microsoft? 32-bit apps will use the 32-bit TSVN, 64-bit
apps (including the default Explorer) will use 64-bit; what do you
have that requires a 32-bit shell? Shouldn't you be taking it up with
*that* vendor?

No, as long as your versions match.

> 4. It might be worth thinking of a recommended substitute to Explorer to avoid the above problems.

Then this list will be flooded with people asking for assistance in
using that substitute. If it's "recommended" by the TSVN developers,
then some people will assume that the TSVN community will be
supporting them in using it.
