Have you tried *not* elevating the exes to administrator? Maybe the
V-drive is permissioned to allow the user accounts to make changes but
not the administrator account (which it may know nothing about)?

Either way, it's unusual to need to run TortoiseSVN elevated, and
given it works on XP, which doesn't have the option to do that, it
seems like an obvious difference between the working and non-working
systems.

Have you also tried manually creating and deleting a dummy file in the
same directory? Do the Windows 7 accounts actually have permission to
modify that folder?
