Ok... not sure if these will work...
1. Go into your TSVN settings and set Overlay icons to None. Apply that. Go to the root of c... collapse the tree view and refresh. Then go set cache back to default.
2. Right click on your c drive and do a cleanup.
3. Go to the cached repositories in settings and remove them all.
Worst comes to worst... go an set your exculse path to * and your include path to your projects folder c:\dev* and make sure "Show excluded folders as normal" isn't selected.

Unfortunately that didn't work. I already removed all .svn directories on my entire C:\ drive and for whatever reason the folders still show as unversioned. I enabled show hidden files/folders and searched my C:\ drive for all .svn files and removed all the folders I found. Also I am running Windows XP 32 bit SP3
