Generally speaking, if you have installed updates and Windows wants to
reboot, then the *only* operation that has defined behavior is
rebooting. Some of your files (eg. system DLLs) have been updated, but
Windows couldn't update some other files because something is using them.

Sometimes you'll get lucky and nothing that you're trying to use was
changed in the update. But you can't count on anything working correctly
until you've rebooted.
