Unhelpfull win install error.

I can’t find any reference to this and I cannot be 100% sure that the
same package ID pops up for x32 but it does seem to be consistent
between x64 installers

From what I can tell this error only appears if you attempt to install
TortoiseSVN with windows updates (and possibly other windows installer
installs) installed and a restart pending.

Normally MSI's will tell you prier to running if restart is pending
and will not allow another MSI to run, so again, I’m not sure if this
is related solely to windows updates that have been installed and have
pending restarts or not but I think it could be worth putting in the
wiki as a possible solution to this error message?
