Your question is about svnserve which is not TortoiseSVN (you had to
download that from the subversion site) so you need to ask for help on
the subversion users mailing list. (users at subversion.apache.org).

Just looking at your mail again though, it is svnserve which you need
to run as a service, not svn. svn is the command line client, svnserve
is the server component.
