By coincidence I saw a similar problem last week using a recent nightly.

Copy a small WC into C:\Temp\WC
Right drag the folder onto itself and export all items (trying to unversion)
Unversion doesn't work, but it offers to rename. Accept this option.
New unversioned folder created - C:\Temp\WC-export
Delete the original WC folder
Rename the exported folder to WC
Right click on WC and see context menu for a versioned folder.
It's still that way in the time it has taken me to compose this description
