My apologies - I suggested using that approach as it works on the
command-line. The command-line seems to treat the "to" directory as a
file/direcctory, depending on what the URL is - maybe TortoiseSVN could do
the same?

The other option you can use is to right-click on the file in the Repository
Browser, and use the Save As (instead of Export) option.
