Unable to make red exclamation points go away despite zero differences with repo

I have a set of directories with files in them that are sync'd to a repo.

When I compare the files on my local disk with the repo files, they are
identical, and they have the same svn versions.

Yet Tortoise displays a red exclamation point on some of the directories.

None of the files have red exclamation points, only the directories.

Running update from Tortoise or from the command line in the marked
directories has no effect.

Running cleanup from Tortoise or from the command line in the marked
directories has no effect.

Any suggestions?
