Concerning the default svn port (3690 if I don't make a mistake), I tried behind no firewall and it didn't work. At home, on a pc in a DMZ, I couldn't reach the repository neither so i guess it must not be a port error but, perhaps, the IP i give to him that doesn't reach to the right place.

I think, I'll go ask in a IIS forum, it must be a server configuration mistake.
