The default is to use the spell checker which corresponds to the OS
language if it is present. No matter what UI language is specified for TSVN.
Otherwise, users would be forced to change the UI language to use the
corresponding spell checker. That's not what most people want: they
usually want their UI in English but still have the spell checker use
their native language for the commit messages.

And if you want to use the English spell checker, as you said there's
the tsvn:projectlanguage property you can set.
