How lock root project commit if svn:externals is not committed

I want to prohibit my developers to do a commit if the changes of
svn:externals are not committed.

TortoiseSVN only show an advert telling you that the svn:externals
should be committed separately. Is there any way to achieve that ?

Maybe this could be a feature request, no ?
