TortoiseSVN not seeing new file checked into Subversion

We currently have three separate environments that we synchronise with
Subversion - "phoebuslive", "phoebustest", "phoebusdev". See attached
screenshot

The problem is when a brand new file is checked into Subversion. I want
this file to be updated on the U, V and W drives above. So I first
right-click on the W drive, and select TortoiseSVN...Check for
Modifications.. then click on the "Check Repository" button. There I
can clearly see the new file in Subversion, so I right-click on it, and
Update in the usual manner. HOWEVER when I try to do the same on
subsequent drives (V and U), the new file is no longer listed, and
therefore the update onto these drives is not possible. Any ideas?
