Getting "Subversion encountered a serious problem" error

I'm getting the attached error screen when I tried to run the following
menu command: TortoiseSVN...Check for Modifications, the click on the
"Check Repository" button.

This may or may not be related to another serious problem we are
encountering (see my next email)
