Tortoise SVN: Best practise?

What is current best practice for storing local WCs? It seems that if you
have many folders - in my case some of them even Windows net folders made
available offline - where you have local WCs sparsely spread out TSVN's
scanning process takes a lot of resources. Are local WCs best stored in one
common folder, instead of store them in folders in conjunction with their
respective scope?
