Have a look at the WiX file:
http://tortoisesvn.tigris.org/svn/tortoisesvn/trunk/src/TortoiseSVNSetup/StructureFragment.wxs
(username: guest, leave password empty)

search for "DragDropHandlers" and you'll find all registry keys/values
that are required for the right-drag menu to be registered properly.
