Yes, you are right, but there is some ambiguity.
One may prefer to view repobrowser, another one may want Help... or
checkout or ... and so on.

One solution is to have a configuration option for _which_ command to
be executed when TortoiseSVN command is selected from the menu.

By now, this can be achieved easy by putting appropriate shorcuts in
the menu.
