Replying to everyone who has contributed to this discussion.

Originally there was no TortoiseProc entry at all in the start menu,
and we would get users who had not bothered to find out anything about
TortoiseSVN complaining that it did not install properly. That's why
the entry there points them to the explorer shell extension.

There is an argument for providing start menu entries for non-WC
operations, but the problem is that it would come up straight away
with a box to enter the URL. For someone who doesn't know to look in
the explorer context menu that is going to be just as baffling. Having
said that there are already entries for TortoiseMerge and
TortoiseIDiff, which do point to real programs, so maybe there is a
case for repo browser only.

BTW my context menu includes a shortcut called Website which points to
ProgramFiles\TortoiseSVN\bin\website.url. Because it is a shortcut to
a shortcut it has no icon, at least in XP. Is that intended?
