My query here is, this icon is supposed to change to bring to my notice that the contents of my local copy are changed in the central repository isn’t it? Or is this an unsupported feature of Tortoise SVN?

Hi,

There is a good tool, called Commit Monitor,
http://tools.tortoisesvn.net/CommitMonitor ,
which does what you need. It resides in the task bar, and if it finds
that some of the monitored
repositories has changed, its icon becomes animated.
