Your system is completely messed up (also very obvious from your
screenshot of your whole desktop), you won't be able to install many
applications anymore, not just TSVN.
Hint: it is not necessary to install everything you find on the internet ;)

try this:
* run a cmd.exe as administrator
* enter 'fsutil resource setautoreset true C:\'
  (assuming c is the drive where Vista is installed)
* reboot the machine
