I use the explorer's context menu, and I launch it from the root
directory of the working copy ... some times from a subdirectory right
within it.

I checked what you suggested and I've seen that after I start the CfM
the current process directory for it is C:\Temp, and the command line
is

Path: C:\Program Files\TortoiseSVN\bin\TortoiseProc.exe
Command Line: /command:repostatus /path:"D:\Dev\eqpm\wms\mill\TREF
\core\Bme\8.xx-devel" /hwnd:787428
Current Directory: C:\Temp\

Where: "D:\Dev\eqpm\wms\mill\TREF\core\Bme\8.xx-devel" is a valid
working copy root where I doing my current work ...

I suspect that it should be another one, then?
