There is no hourglass when the dialog first comes up.
The work-around you suggested does work. Is that why the dialog is no responsive to the select/deselect checkbox - because the auto-completion parser is initializing itself with a list of the files that you may refer to in the comment field?
I still feel this is a bug - albeit minor. A dialog has come up, there is a checkbox control which is enabled, and when I click on it, it does nothing. Later, when another checkbox is enabled, it works properly.

If you don't want to wait after the files are shown before you can click, you can set the "Timout in seconds to stop the auto-completion parsing" to a lower number, or disable the auto-completion parsing completely (checkbox above).
