First off, we are talking about client side hooks here, right? Server
side hooks have to be implemented on the server, i.e. googlecode. You
can't do that.

For a client side hook you have to set it up using
TortoiseSVN->Settings->Client Hooks. Just adding a file called
pre-commit.bat will not do it.
