The crash dump still shows me a source line for *creating* a repository.
That simply can not be.

* Deactivate your virus scanner/firewall
* download the msi again, from a different mirror, then check the
signature - maybe your download was corrupt

If that doesn't work, I've uploaded the debug symbols here:
http://tortoisesvn.net/files/ProcDebugSymbols.zip

Put those in the same directory as TortoiseProc.exe is. Then in WinDbg,
enter:
!analyze -v;q
