What version of TSVN are you using?
The crashdump indicates a line in the source which is only called when
creating a repository - which is definitely not happening in the
settings dialog.

Also, try using this command instead:
.dump /mFhutwd c:\TSVN.dmp;q

this will create a bigger dump file, not sure how big though. If it's
still reasonably small, please send that file (i.e., if its < 500kb zipped).
