Just set up all the settings you want on your machine, then open the
registry editor, go to
HKCU\Software\TortoiseSVN
there you can then see all the settings you've made. You can either
export the whole key to a file and import them on all other machines, or
write a script or a GPO which creates those registry entries on the
other machines.
