Cleanup could not process the following paths

After a hard drive glitch messed up permissions on my fs, I get that a lot.
  The problem is that the error message is totally uninformative! Using
WindowsInternals excellent FileMonitor I am able in each case to find the
offending file (Tortoise tries about a hundred times to open it in vain, so
it stands out) but I think this is information that the error dialog could
and should provide.

And while we are at it, I noticed in FileMonitor that Tortoise tries vainly
but pretty hard to locate TortoiseProc1033.dll and dwmapi.dll. Is that normal?
