Unfortunately, the error message is passed by the svn library. An
improvement of that message must be done in the library --> please ask
on the Subversion mailing list.

The dwmapi.dll is a Vista dll and only used there. It is a delay-loaded
library and causes no problems if it is not found.
Also no problem when TortoiseProc1033.dll is not found :)
