svn+ssh via pageant "Connection closed unexpectedly"

I am having trouble getting a user connected to a subversion server
via svn+ssh and pageant. Anytime he tries to connect to the server he
receives a "Connection closed unexpectedly" message. We have tried
versions 1.5.2 and 1.5.3 of TortoiseSVN and get the same message.

I have added the following line to the "SSH client" field under the
Network settings (note we are using a non-standard port)

C:\Program Files\TortoiseSVN\bin\Tortoiseplink.exe -l username -P ####

I have also tried plink with similar settings without success.

The user has been able to successfully connect to the server using
pageant and putty, and has also been able to use WinSCP to connect to
the server using the port in question. Also other people in the
office routinely access the subversion server without problems using
svn+ssh via pageant and tortoiseplink.

I also had the user move to a different machine, changed the SSH
client setting to reflect his username and used pageant to load his
private key. On this different machine he was able to access the
repository, so the problem appears to be something on his client
machine.

Any suggestions on what to do, or where to find out what is causing
the connection to close would be greatly appreciated.
