Although I am no expert, I think what you are after is a CMS
<http://en.wikipedia.org/wiki/Content_management_system> (Content
Management System) or DMS
<http://en.wikipedia.org/wiki/Document_management_system> (Document
Management System) . A quick google search shows that there are a few
CMS's out there that can use SVN as their 'back end', e.g.
