Tortoise or svnserve.conf ?

I've been setting up svnserve on my computer at home and I'm trying to
password protect the access to my repository (all is working fine with
the default settings). I'm not sure if this is a tortoise issue or a
svnserve.conf issue, but I'm not getting the user/pass dialog when I
go to checkout or browse the repository, and then I'm not allowed
access.

I changed my .conf file, the pertinent lines now read:
anon-access = none
auth-access = write
password-db = passwd

the passwd file looks like this
bwilhite = mysecret

Evidently, there should be some sort of file on the tortoise side that
holds the user/pass, but it doesn't seem to be there. I assume this
is due to the fact that I'm not getting the initial dialogue and
therefore it's never getting created.
