I don't think you can do that with TortoiseSVN, so you're best off
posting to users_at_subversion.tigris.org .
I assume that you must download a Subversion command-line client that is
compatible with TortoiseSVN (since it will use the same working
folders), set up a scheduled task in Windows, and have it run svn commit
