Just thought I'd add a few comments:

1) I had just installed the latest release of tortoise
2) I just now did something that got it to work...I temporarily
changed part of my .conf to anon-access = read,
then I checked out my repository, and committed it. It asked for my
user/pass when I committed. I then stopped
the server, changed the .conf back to anon-access = none...now it
behaves just as I would expect it to, in every way.
So Initially I was leaning more towards this being a problem with my
configuration of svnserve.exe, but now I'm not
so sure...
