What about:
"File list is empty (to show unmodified or unversioned files, select the
options below")
Also, there is nothing to indicate whether or not the repository has
been contacted, so how about:
"To show remote modifications, click 'Check repository'"
These suggestions would be in keeping with the message
"For a complete history, deselect 'Stop on copy / rename'"
which was a thoughtful addition to the log dialog.
Finally, if the repository is unreachable, but TSVN attempts to contact
it by default (as per user settings) did you know that "Check for
modifications" won't even show local modifications under this circumstance.
