I am not an expert on either CVS (still using CVS) or SVN but I would be
surprised if SVN or an SVN client would add a folder called CVS.

Maybe you need to check that you really have TortoiseSVN with the
corresponding SVN server or maybe you have TortoiseCVS with ...
