delete file doesn't remove it from the directory immediately?

I understand that
a) you can't simply remove a file in Windows explorer if you ultimately want
to remove it from the repository, that you must choose TortoiseSVN delete
instead.
b) the file isn't really removed from the repository until you commit the
change

However, I thought it would be visibly removed from the directory as soon as
you pressed TortoiseSVN delete.
I was very suprised that it was not removed immediately.
I guess this is probably base SVN behavior.
Has it always worked this way - or is it new?

Thanks,
Chuck
