Another data point. I have a directory with 11 files in it, 9 of which
are versioned and match HEAD. 2 are not versioned, haven't been added,
haven't been ignored, they're just "there". svn st reports ?, Check
for Modifications reports "non-versioned", but Explorer shows the red
(!) on the directory.
