Good, I'm not going insane. I thought it was a problem with my system.

I've noticed the same thing. Even with files that aren't covered by
global-ignores but by svn:ignore on the directory itself. The file
shows as being ignored, but the containing directory shows the red
(!). If I go to TSVN -> Check for Modifications, no changed files, nor
any unversioned files, are shown.

I haven't upgraded to the 1.4.4 command-line client yet to check the
behavior against svn st (with matching libraries) yet. Once the
installer is out I'll go for it.
