I'm sorry, but that's not possible with TortoiseSVN.
If however we could get a specification on what exactly such an
integration needs and how this should be done, we could add this to
TortoiseSVN directly.

Since this would require handling all different kinds of bug-tracking
software it won't be easy.

But maybe a simple button which opens the webbrowser to a specific url
in the issue tracker is enough? That wouldn't be too complicated to
implement and it would have the advantage that it would work with most
issue trackers.
