Missing overlays after installing Trac

I had installed TortoiseSVN 1.4.3 on my machine and was creating and
removing repositories to become more familiar with the product.

I then installed Trac 0.10.3, with subversion package
svn-python-1.4.2.win32-py2.4.exe.

I created a new repository and when I created a working copy, the
overlays did not appear. I checked the FAQ section and verified the TSVN
settings as suggested and rebooted.

I don't know what else to try and would appreciate any direction.
