I used this server:
http://switch.dl.sourceforge.net/sourceforge/tortoisesvn/TortoiseSVN-1.4.0.7501-win32-svn-1.4.0.msi
and could download it just fine.

(FYI: you can't download the url
http://prdownloads.sourceforge.net/tortoisesvn/TortoiseSVN-1.4.0.7501-win32-svn-1.4.0.msi?download
- that's just a html page where you have to select one of the many
mirror servers of sourceforge)
