Did you check out a fresh working copy? Do the overlays not show up
correctly even with a fresh checked out working copy? Are you maybe
using fast-user-switching and first logged in as another user?

I know that you might want to have a working copy inside such a folder.
But I had to choose between complaints about locked files or relatively
unusual working copy locations.

* kill TSVNCache.exe
* check out a fresh working copy

Do the overlays now still not show correctly?
