tortoise hangs during branch/tag operation on multi monitor setup

repro:
1. right click on a modified working copy
2. select TortoiseSVN -> branch/tag...
3. click on the repository browse button to right of To URL: field (the
elipses)
4. repo browser window flashes very briefly on my other monitor (dual
monitor setup) and becomes invisible.

at this point the branch/tag dialog will not accept any input and i have to
kill the tortoiseproc process.

if i initiate this process and the branch/tag dialog is shown on my 2nd
monitor, the repo browser window becomes and remans visible and does accept
input.

Pretty minor bug, in all. Keep up the great work!
