which svn client does Tortoise use?

The question might seem strange but I'm wondering which svn client does
Tortoise use if the repository sits on a box that is access through http and
served up by Apache. The box of course has both the svnadmin and client
loaded. If I have been authenticated and let's say I'm just browsing the
repository from my PC using Tortoise does it use the local copy of the svn
client or does it use the client located on the server that contains the
repository. Again I'm using Apache across https to access the repository.

The reason I'm asking this question is to determine if it's important to keep
the user PC's versions of Subversion up to date. If Tortoise is making the
call to the api off the server and not the clients PC then it doesn't sound
like it's important to keep them in sync with the version on the server.
