TortoiseSVN *is* the svn client. It doesn't need the command line
client since the subversion libraries are built in.

If your users really use the command line client, you should follow
the release notes of subversion. Sometimes the working copy format
changes and older clients will not be able to use them anymore if they
were touched by a newer client. When TSVN 1.4 get's released, it's
working copies will not be accessible by the 1.3.x CLI.

If your users do not use TSVN and the command line interface together
on the same working copy, you don't have to care about keeping your
clients in sync.
