I am not sure this counts as 'being able to implement'.

After all, what is looked for is a possibility to specify a policy
for the project, i.e. the _repository_, not for individual
subversion clients.

'autoprops' are useful to help individual developers, but they are
not a means for project administration as it is impossible to
'push' them from the server.
