The command line client is not part of TortoiseSVN. You can download
it seperatly from
http://subversion.tigris.org/project_packages.html

The CLI is able to do the silent work you want although I would
thoroughly test concurrent usage of TSVN and the CLI before actually
using them concurrently. I'm not sure what will happen, e.g. when
the CLI updates your WC while you are committing with TSVN.
