I think I know what's going on now. I've successfully merged the file.
But I'm using trunk, not 1.3.3 of TSVN.
But I also could make it fail with an 301 error. And that can be done if
I specify the url http://svn.box11.org/testrepo/trunk instead of
http://svn.box11.org/testrepo/trunk/hello.txt as the source url of the
merge.

There was a bug in TSVN which made it use the wrong URL if you just use
the repobrowser to fill in the URL comboboxes. If you edit the URL
manually, it works. So, can you please try entering the URL manually and
then do the merge again? I think that way it will work.

The bug was fixed yesterday on trunk due to a different report. I've
just merged that fix back to the 1.3.x branch, so you can try a nightly
build of that branch in about an hour or two (starting the build right
now...)
