Missing info text when commit fails

Running on Windows XP Pro SP2, TSVN 1.3.3, Build 6219 - 32 Bit.

When performing a commit (single file, single line change) as an
anonymous user against a file stored on another machine running SuSE
Linux 10.0 / subversion-1.3.0-1.1.20060120 with default values only in
svnserve.conf, the message window <filename> - TortoiseSVN Commit...
Finished! appears with the message
Error Commit failed (details follow):

Doing an svn commit -m "test" from a DOS window gives:

svn: Commit failed (details follow):
svn: Authorization failed

I would expect that the message box would either show the "Authorization
failed" message, or not include the "(details follow)" in the first line
if authorization failure messages are blocked deliberately.
